STREETS

Program Description
The function of the Streets Department is to maintain and repair the City’s streets, traffic and street signs and drainage facilities. This is accomplished by performing work functions such as pothole patching, utility cut repairs, spot sealing, limited tree trimming, sign maintenance and installation, drainage ditch maintenance and severe weather/emergency response duties. Since this division has heavy construction equipment, it is utilized to support all other divisions within the City when heavy equipment is required.

  • Patch potholes in a manner that they remain in place longer
  • Repair utility cuts in a timely manner
  • Repair and replace street signs as required
  • Respond to service requests in a courteous and timely manner

CITY’S BRUSH CHIPPING SERVICE

The City of Dublin would like to remind residents of the free brush chipping service that is offered to customers. Brush chipping is a function of the Public Works department, and is provided as a service to help the City’s customers maintain their properties. Brush is chipped on the first and third Mondays of the month weather permitting.

Residential Customers
Those who are currently receiving City of Dublin garbage pick-up service are entitled to this free brush-chipping service. This includes customers in
duplexes, four-plexes, apartments, B&Bs, and manufactured home parks, and is intended to be used for disposal of tree limbs removed from that customer’s residential property only. The first 15 minutes of chipping is free. If the crew cannot finish a chipping job within 15 minutes, they must move on to the next job, and will contact the customer to explain that they were not able to complete the customer’s chipping within the 15-minute maximum. If that occurs, crews will return to the property on the next route cycle and complete the job, still free of charge. If a customer wants all of the brush chipped, and the job extends beyond the initial 15 minutes, there will be a fee of $15 for every 15-minute increment thereafter, with a minimum charge of $15 to be billed to the customer. Customers are encouraged to contact the city office at 254-445-3331 prior to starting a major trimming job, or if they are expecting an abnormally large volume of limbs.

Commercial Customers
The brush chipping service is also provided to the city’s commercial customers inside the city limits. Chipping is not free for commercial customers; their fee is
$15 for every 15 minutes, with a minimum charge of $30. Due to demand for chipping services, the chipper crew is not able to remain longer than one hour at any commercial site.

What can customers do to help the crews be as efficient as possible and keep the brush chipper in safe and operating condition? City crews request that customers observe the following guidelines to help them be as prompt as possible in making their way to all customers, while ensuring the safety of the chipping crew:

  • Place all limbs on the curb next to the street (not in the street). Crews will not go on private property to get limbs
  • Limbs should be 6 to 8 feet long
  • Place the cut section toward the street
  • Brush piles should be no larger than 4’ high by 8’ wide, and no more than 2 piles per residence
  • No limbs larger than 6” in diameter
  • No vines, grass, leaves, bushes, or garden plants. Also, no wire or construction materials. All of these items can actually cause mechanical problems for the brush chipper, as well as creating safety hazards for the crew
  • Limbs larger than 1” in diameter must be trimmed from the main stem
  • Limbs trimmed by commercial contract tree trimmers will not be chipped. The contractor is responsible for disposing of debris.

Wood chips that are produced as a result of the brush chipping may be picked up free of charge at the City Yard (502 N Norton. The city crews are not able to put the chips back onto the property owner’s lot. For more information on the city’s brush chipping policy, customers are encouraged to call 254-445-3331.

WATER DISTRIBUTION

Program Description
The function of the Water Distribution Division is to maintain, repair and rehabilitate the City’s water distribution system. This system is composed of water storage tanks, high pressure pumps, mains, valves and fire hydrants. The purpose of the distribution system is to deliver safe drinking water to the public for human consumption and provide adequate pressure for fire protection.

Performance Objectives

  • Repair water breaks and leaks in a timely manner
  • Replace deteriorated and undersized water mains
  • Maintain the City’s fire hydrants
  • Respond to citizen service requests in a courteous and timely manner
  • Respond to line locates in a timely manner


METER READING

Program Description
The Meter Reading Division is responsible for the accurate reading of all water meters within the service area, which currently consists of approximately 1,400. This office handles connections and disconnections of service, field service, and some water meter repairs. They also provide back-up for water/wastewater personnel for utility problems.

  • Accurately read all water meters each month
  • Deliver service to customers in a timely manner


WASTEWATER TREATMENT

Program Description
The purpose and function of the Wastewater Treatment Department is to receive and treat the spent water from a community containing the wastes from domestic, industrial or commercial use, as well as the surface water runoff and groundwater which may enter the system through infiltration. The Dublin Wastewater Treatment Plant is a lagoon system. Laboratory personnel collect and analyze wastewater samples weekly to verify compliance with State and federal requirements.

Performance Objectives

  • Maintain compliance with State and federal requirements for operation and maintenance of the Wastewater Treatment Plant in order to protect the health and well being of the citizens of Dublin, Erath County and the State of Texas.
  • Administer budgetary appropriations to insure cost-effective operations.
  • Provide treatment of wastewater collected to meet permit requirements.


WASTEWATER COLLECTION

Program Description
The function of the Wastewater Collection Department is to maintain, repair and rehabilitate the City’s wastewater collection system. The wastewater collection system receives and transports used water from residential, commercial and industrial sites to the City’s wastewater treatment plant.

UTILITY BILLING

Program Description
The Utility Administration/Customer Service Division is responsible for the billing and collection of fees and payments for water, sewer and solid waste services. This office also handles connections, disconnections, trouble orders, transfers of service, collection of utility security deposits and customer questions and complaints regarding utility bills and service.

This department is also responsible for customer service, cashiering and billing. Delinquent accounts procedures for both active and inactive accounts are initiated by this office.

Performance Objectives

  • Deliver service to customers in a timely manner
  • Process payments and cash receipts and make deposits in a timely manner
  • Prepare and mail correct and concise utility bills to all customers in a timely manner

Grease traps (also known as grease interceptors, and grease recovery devices) are plumbing devices designed to intercept most greases and solids before they enter a wastewater disposal system. Common wastewater contains small amounts of oils which enter into septic tanks and treatment facilities to form a floating scum layer. This scum layer is very slowly digested and broken down by microorganisms in the anaerobic digestion process. However, very large amounts of oil from food production in kitchens and restaurants can overwhelm the septic tank or treatment facility, causing a release of untreated sewage into the environment. Also, high viscosity fats and cooking greases such as lard solidify when cooled, and can combine with other disposed solids to form blockages in drain pipes. Any grease that enters a grease trap or interceptor is called brown Grease. This grease needs to be disposed of appropriately.
