Dublin is a General Law Class A city that operates under a council-manager form of government. That means that the mayor and city council, who are elected by the residents, appoint a city manager who serves as the city’s chief executive officer and head of the administrative branch of city government. The city manager is accountable to the council for the administration of all city functions within the city limits and the extra-territorial jurisdiction (ETJ). City employees and department heads are hired by and responsible to the city manager.
In my position as city manager, I oversee the daily operation of the city. My responsibilities include administration of all departments, reviewing and updating management policies and regulations, and enforcing Dublin’s ordinances and laws. My office is also responsible for preparation of the annual budget, as well as other reports and information that the city council may require.
I assumed my position in Dublin in January, 2008, after more than 37 years in city government in other Texas cities. I am proud to say that in my positions in city management, I have developed and directed municipal programs that have had significant impact on the bottom line, something citizens have every right to expect from their city government.
I would describe my municipal philosophy this way: I believe in planning for quality future growth. I believe one of the most important things we can offer local residents is excellent customer service. I believe in conservative financial management. I believe Dublin’s city government should strive for efficient and effective delivery of city services, while we protect health, safety and welfare. I believe we must enforce codes, ordinances and laws, and provide parks and recreation facilities for our citizens. I believe we must always focus on the creation and maintenance of a strong infrastructure and I encourage the city staff to constantly seek ways to improve services and increase productivity
I believe a city manager should take an active role in the community, and should be informed about what is happening in Austin and Washington which could affect the community. To better fulfill that commitment, I am an active member of the Texas Municipal League and the Texas City Managers Association, as well as Dublin Chamber of Commerce, Dublin Rotary Club and Dublin Lions Club. I also attend the meetings of the Dublin Economic Development Corporation.
I am proud to serve as Dublin’s city manager and committed to working with our citizens to make this the most vibrant community in Texas.
